ADB offers “hard” loans on commercial terms, especially for middle-income countries in Asia, and “soft” loans with lower interest rates for poorer countries in the region. Based on a new directive, both types of loans will be obtained from January 2017 from the Ordinary Capital Resources (OCR) of the Bank, which acts as a general operating fund.  Khare and Konishi also signed the Madhya Pradesh Urban Services Improvement Project funding agreement, which provides additional funding to expand the scope of the ongoing project, approved in 2017 with a $275 million loan. An expert group was convened to study the idea, with Japan invited to contribute to the group.
